Summary
The Hawks will not have cap space even if they lose all of their key free agents, which is unlikely. Therefore, they will operate over the cap.

If Krejci is retained, the Hawks will have about $39 million below the luxury tax with 8 players under contract (not including their first round pick from the Lakers), which might be enough to re-sign their own key free agents while still possibly having the $14.1 million Non-Taxpayer MLE and the $5.1 million Bi-Annual Exception to add talent, depending on what happens with their own free agents.
