Summary
The Mavericks could have roughly $24 million in cap space (not including their first round pick), but only if they lose all of their potential free agents, including Kyrie Irving. Most likely, the Mavericks will be operating over the cap.

If Powell opts in and Irving opts out, the Mavericks will have about $55 million below the luxury tax and $63 million below the first apron with 10 players under contract (not including their first round pick). There's a chance that could be enough to re-sign Irving and others and still have the full $14.1 million Non-Taxpayer MLE and $5.1 million Bi-Annual Exception to add talent. However, there's a chance that the salaries of their re-signed free agents are larger enough that they only have the $5.7 million Taxpayer MLE to add free agents.
