Summary
If Turner and Jackson both leave, the Pacers will likely have enough room below the first apron to use the Full MLE, and BAE to add talent in free agency.

Otherwise, barring major trades, the Pacers would be over the first apron and only have the $5.7 million Taxpayer MLE to add talent. Additionally, re-signing Turner and/or Jackson might even push them over the 2nd apron, in which they would only have minimum contracts to give to free agents.
